Confusion on how to get my Title considering the circumstances

I am hoping there might be someone on here that is VERY knowledgeable about DMV forms and protocol. Yes I have contacted the DMV and been given instructions, but I have spoken to a few people, and the info is always slightly different. I have no room for error. Its a little complex so bear with me.

So, my car was stolen 2 weeks ago, and I need the title before insurance can pay out. I never received the title after paying off the loan. (my bad). I purchased the car in California, and then I moved to Texas. I am in Texas now.

I have to do this all by mail, which will take 4-6 weeks IF I get it exactly right the first time.

I was told to fill out DMV 14 form (change of address form) along with Reg 227 (Replacement Title form) along with Lien release from my lender.

On form 227 it says "If your address is different than what appears on our records, you must file this application in person" But the DMV customer support did not mention this. Will sending the change of address form (DMV 14) alongside, fix this issue of needing to come in person? I have spoken to 2 DMV people and they both just said to send in these 2 forms, I did not ask about the in person note yet because support is closed by the time I noticed it.

Out of curiosity, would it be totally bad idea to not do the change of address form, fill out the Reg 227 with old address as if I live there (there is a space for different mailing address, so if I did this I should still receive it.) I just really need this to go without any hiccups. I am carless until I figure it out, and I am teacher who just started school and cannot afford to take the time from work to go to California.

If that is confusing at all please ask for clarification.

Minca end of June

Hi I am planning to spend a good amount of time in Minca at the the end of June. As I understand it is the rainy season, and someone in another post mentioned I shouldnt go to Minca because it will be a muddy mess to go anymwhere. Thank you!

Also, if I do go, I will fly into Santa Marta, should I stay here a couple of days first to go to Tyrona? Or where else would you suggest staying for Tayrona that either is not camping, glamping would be fine. I need some sort of bed.

Rio Claro or Minca or both? Bogota or no?

Hi I am flying one way to Medellin, planning ~3 weeks in Colombia. I am planning I week in Medellin, with a day trip to Guatepe. 3-4 days in Jardin and deciding if:

a) go to Rio Claro for a few days, fly to Bogota, go to Villa De Lleyva, fly home (skipping Minca and Tayrona)

b) fly to santa marta, go to Minca for 4 days + Tayrona, Bogota 2 days, fly home. (skipping rio claro)

I could also do Medellin>Jardin>rio claro> minca>tayrona>bogota but that suddenly seems like a lot especially since ill need to stay a night in medellin between jardin/rio claro and rio/claro minca.

Which takes me to another question. When I am leaving from Jardin, arriving in Medellin, can I easily get on a bus that same day heading for Rio Claro? or will I need to plan to spend the night in medellin.

Minca was the original plan, but it is more flying around the country than rio claro.

I want to see plenty while I am there, but like to travel slowly and not hop towns too frequently. The goal of Minca and Rio Claro are the same, relax and enjoy beautiful scenery and water.
