Are there really active gigs in the Kenyan Tech scene for agencies?

So recently i saw a conversation on X where a developer was saying that Kenyans do not pay for tech.

I have been running a tech agency for about two years now.Prior to that i had a content agency( with about twelve full time professionals working on-site).

Pivoted to tech after Corona..and created a team of about six working remotely ( four developers and two sales reps).

Now,when working on the content agency,all clients were sourced remotely.Majority of them from the USA and Europe.

I never had any Kenyan clients.

When I set up the software agency,i decided to fully focus on the Kenyan market.

My sales playbook: create fb ads,get leads,talk to them and convert them.( Do physical visits if need be)

Shock on me:

You get lots of leads.

You have virtual calls on meet where I demo the products.

Clients say we will start next week .

Next week you circle back

Client says not ready next week

You follow up..next week..

Then silence

If only one or two leads do this.

Then its okay.but if ten twenty thirty leads do this..then it's a pattern

maybe my sales strategy is the problem and i am open to suggestions on how to make it better.

But what i am thinking is that yeah Kenyan clients just dont want to pay for software.It is not a priority for them.

Ama Kuna gigs one two za kusurvive but nothing really major that agencies can thrive in.

But if Kenya,being the largest economy in EAC does this,what hope is there for software qgencies in other countries?

Does it mean we all need to shift our sales focus to USA,UK, Australia?Coz Kenya joh!!
