Help please

G’day all - just moved into a place & every time the sink above this pipe drains (it’s where our washing machine empties) water floods out of the small outlet circled in red.

Does anyone have a solution I can present to the REA beyond “call a plumber” ?

I have checked the pipe for obstructions & found nothing.
