Awful signal from EAP225-OUTDOOR... or is it my fault?

I've replaced an old N-class TP-Link outdoor router recently to an EAP225-OUTDOOR, because I figured, since I have Omada inside, may as well have it outside.
SO - I setup the AP outside at around 11 feet high on the electrical mast of the house. I know there's bout to be some interference from the electrical, but I'm sure it won't stop the signal from going through.
The AP is setup as PoE from my Omada switch. I figured by installing this there, I'm at about 40 feet from my shed, and there are 2 TP-LINK KASA KP401 operating lights and other equipment. They seem to work well enough on a 2.4GHz network... but bringing our phones or tablets outside completely messes up our summer.

Phones or tablets only work for a few moments after connection is made. After that, 3 bars drop to 2, and very soon 1 bar only. Signal stays weak all the time, and I have no understanding why.

There's a cedar tree right next to the AP; it doesn't hide the AP at all.
The AP is attached with a ziptie to the electrical mast because it's the best spot to hang it in physically, and the wire pops out of the house right underneath this.
The ethernet cable is Cat-6E, rated outdoors with a black plastic sheath.
The AP is set in a way no water comes in.
AP lights are on, all is good.
Omada has registered the AP and integrated it into the OC200 controller.

Is there anything I should be looking at to improve this access point's connections?

Blocked by Smart TV?

I was recently at a resort wanting to watch tv. I know better than to try and cast (hotel tvs usually don't allow) so I brought a USB 2 HDMI adapter -- the same kind as a portable dock for a Nintendo Switch.
Tried to play a movie. I coukd hear the audio, but no picture.
Other apps were able to mirror to the tv.

And I discovered that Plex has LOCKED the content. Because I played it JUST FINE on Jellyfin.

Flexible tubing or rigid PVC pipes (in Canada)?

As we speak, I have a 10-year old variable Pentair pump and a lagr Hayward sand filter. The pool is running a low-salt chlorine cell and a titanium heat pump. All this gear has been replaced by me, so everything does work correctly. My issue is really with the ingress/egress PVC pipes.
I have a shed very close to the pool (inground). Inside the shed are the pump and the filter. The pump's ingress is about 3 inches long, and comes from a selector valve (skimmer or drain). Those go left and right respectively, then have a 90deg angle and goes to the back of the shed, through the wall, to the outside. Both pipes come out of the ground right behind the shed, and go straight in.
The pump's egress goes from the top thourgh a flexible hose to the filter input, and from the all pipes coming out are rigid PVC pipes, that go outside through the back as well. The waste line goes underground to the front of the house to the street.

Here, I'm not sure, but I think the return line goes flexible to the heat pump exchange, and from the exchange is again flexible and returns to the back of the shed where it meets the salt cell, and returns to the pool.

ALL OF THIS IS CIRCUMSTANCIAL. I wanna know if it's preferable to setup as many flexible lines as possible to ensure proper flow instead of creating improper water flow with 90 degree angles everywhere. I want to simplify the water flow as much as possible, and ensure it will resist weather out here (obviously these lines are all emptied out with an air compressor around end of october).

Next year I have to redo the entire backyard, so I'm planning ahead. Is it safer to get rigid pipes, or are flex pipes as easy as I think they are? What's my best course of action here?

I seem to be having issues everytime a power failure comes up. While I do have a UPS battery backup for my internet system, it only last a few minutes and then it's out. Everytime the router comes back up, the IPs all get shuffled out of their reservation, possibly because I forgot to put one device in and that device knows every other device off their assigned IP.

So my question is, is there a way to prioritize the IP assignment? For example the lower the VLAN subnet the faster you get an IP, and the router could prioritize reserved IPs? Since I've had Omada this part has been nothing but trouble; I had lightbuld knock off my main server from its IP, stopping a full day's work before I shut off the lamp and realized the server was back online.

Explain how this works and if there is indeed prioritization.
