Came home after work on Friday to a flooded basement; water heater gave out. Unfortunate, annoying, besides the point. After shutting off both the hot and the cold, cleaning up the entire basement, ripping my office out, the basement is flooded again Saturday morning. After further inspection, I notice a hot water like running from the drain to a tee.

The tee meets just below the kitchen, right under the sink. So there's a line teeing a hot water supply to the kitchen directly back to the drain... Why would someone do this? I believe this is causing some sort of backfeeding from a hot/cold crossover point and continuously refilling the tank causing recurring flooding.

Yes, water supply is shut off when not in use to prevent this now.
