Who Can Step In For Special Needs Adults Immediately After Caregiver Dies?

Say mom of special needs adult child dies suddenly—who will be legally allowed to step in to take care of the special needs individual while all the legal stuff is sorted out? Can it be a neighbor, a friend, or someone the family hires temporarily? I understand that a new guardian can be nominated in the parent’s will and an official new guardian will have to be appointed by a court. But what happens in the interim and what is the best plan for that?

Clerk is Not Accepting Fee Waiver

This is Los Angeles county, CA, USA. I have a friend of a friend who is handling a probate case pro se for their deceased in law. They are in the final stages and submitted a probate accounting, but noticed some errors and info they left out etc. So they tried to file a correction before their next hearing. The filed it as an “amended final petition and accounting” and the clerk is saying the fee waiver on the case does not apply since it’s an amendment (and so it’s a new thing). It’s not a new thing—it’s just extra information to add to the previous filing. Is there some way to fix this? The next hearing is about a month away, so it’s probably not a good idea to just let that filing fee sit unpaid?
