How to deal with a spiteful, vindictive immature supervisor?

I have been at my job for a year and some change. Early on, I knew there was something off about my supervisor and I knew I didn't like him. He is constantly lying, gossipy and never takes accountability or responsibility for his actions. He is also extremely self-important and manipulative. He loves having people under him who are too scared to speak up and that he can control. I have brought up some of the things he does but now he is being super spiteful and vindictive. I know the best solution is leaving but I have been looking for another job for a year and have had no luck. What can i do? I try to avoid him at all costs because I hate talking to him but he insists on having pointless meetings where nothing is ever resolved. The weird thing is he banned me from meetings a while ago after asking him for a status update on an assignment he kept ignoring. Now he wants to micromanage and watch everything I do.

Is LA county actually hiring?

It looks like they always have job postings and I applied to one a few months back, took the exam and placed in band 1. I have heard nothing. I know there are budget issues but why open the jobs if you don't plan on hiring anyone?

Is it possible to make decent/good friends as an adult in 2026?

Making friends as an adult is so much harder than as a kid or teen. People don't really seem to value friendship in adulthood and there always seems to be some ulterior motive if someone does actually try to get to know you. I also think social media changed a lot about relationships, how they develop and how people view them. People seem more shallow and flaky now. I don't think there is any going back.
