I've been doing this drawing but he just looks weird?

Also the circles on the head are meant to be goggles.

-The face isn't meant to be identical to the reference, but similar enough

(The character is ticci toby, who has a scar that exposed his teeth)

the goal is to make a cute boy who I can add the features of the character (hair, scar, and goggles)

If anyone sees this who has a better understanding of anatomy and all, any help is appreciated! Thanks.
