Keyboard not automatically opening

Does anybody else have an issue with the keyboard not automatically opening when text fields get focus? Sometimes when I switch to WhatsApp or try to Find in Page in Firefox, the keyboard doesn't show.

If I pull up from the bottom of the screen to invoke the system app switcher, I can see the keyboard show up in the preview. Press the app and I can type.

I'm using the beta.

What is this piece called?

Our pool has been missing this piece for a while but I've been lax in searching for a new one, mostly because I have no idea what to search for. It's just a small blue cap on where the liner lock (I think that's what it's called?) meets the stairs. It's been missing for at least a couple of years, so it's time I did something about it.
