Garbage accumulation between apartment buildings -where can I report this to?

There is a large amount of garbage accumulating in the narrow space between the apartment building I’m staying in and the neighboring building. I’m not sure who the garbage belongs to or who is responsible for cleaning this area.
The garbage is causing a very bad smell and attracting mosquitoes/insects, and it seems to be getting worse.
What is the best way to get this cleaned up? Should I report it to the municipal corporation, local sanitation department, or some other authority?
I don't think complaining to the landlord or building owner would do anything good because they clearly don't care.
I’d appreciate advice from anyone who has dealt with a similar situation. I’m mainly concerned about the smell, mosquitoes, and hygiene issue.
