VT for CI - optometrist vs ophthalmologist

My daughter was diagnosed with convergence insufficiency, the optometrist laid out vision therapy costs and said that the orthoptics portion is covered but the 'visual perceptual learning' portion would be optometry and fall under an unlisted code and would not be covered by insurance. If I went to an ophthalmologist instead would that change the coding so that it would be covered? Is this typical of visual therapy regardless of the type of doctor?

Therapy not covered by insurance because "there's no code for what we do"

Is this pretty commonplace? It's for corrective eye therapy in a child, no operations or surgery just intense eye exam type stuff.
