Please help me understand water physics

So I’m working on a Dutch canal city. Spend a lot of time carving out the canals first and leveling the land. There is a edge water source that came with the map and I added some flow point up the river (at 0.1 flow).
Added all the quays and started building. Time and time again however the water for whatever reason over flows the quays and sets parts of my city under water. I even used move it to raise EVERYTHING up (pc didn’t like me) and leveled land again. But after a while…again flooded areas. Raised all the objects above the water line there…but still, after a while another area flooded. It is driving me crazy and the city is becoming a mess because of all the raising nodes, segments and objects.

Is there any way to fix this?
