Query Regarding ra'wI'

While doing a translation, I found myself needing to translate a command, i.e. an instruction provided to a machine or a human to execute a certain task, in the form of a noun, and I am not certain what to use. These are the options that I have considered:

- ra'wI'

-'IStegh

-ra'ghach

For ra'wI', the normal and common meaning would be a commander, but I am unsure if the -wI' prefix stretches to allow it to mean a command. Therefore, I considered the alternative of using -ghach, but using that on a verb without other suffixes seems to be discouraged. 'IStegh seemed to mean an instruction, which would be the closest match, but it might not carry the intensity or urgency needed to convey the idea of a command. Could there be other roots to consider? Any help would be appreciated.
