Stephania erecta not growing after a being broken - need some advice

I'm very new to caudex plants. Got myself pretty big bulb of Stephania erecta. While it was delivered (locally in the EU, about 6 weeks ago, so the temperatures were ok), the stalk with several leaves that it had, was broken (all of the length, right at the bulb itself). I replanted the bulb to a cactus mix, very airy, lots of sand etc, watered once (it seems to be very full, so I'm afraid to overwater it) and put on a part-shadowy window. The humidity is usually not very high there. The temperatures most of the time were 26 +- 3 C. After around 6 weeks, there's still no sign of re-growing the stalk. From my understanding, the plant was not dormant when I received it, so I am confused. What can I do to help this plant to regrow the leaves? (The pictures are from the day of the delivery).

thank you u/aepeyc for the gardening news. I've never grown the garlic myself, only taking care for my grandmother's one, so I had no idea how long it takes to grow it! (Probably it can be grown from the cloves too?)
