Can someone help me understand why this N scale #119 is running so poorly?

I’ve gone through the internal and nothing seems to be binding. If lift the locomotive just slightly with the tender on the rails it wants to take off. Seems to need a lot of power to move and likes to stall on straight flat track. Only internal I couldn’t access is the motor in the tender cause that’s glued together.
