Just started playing lower tiers again and noticed I can earn medals like a Kolobonov at tier 6 but not at tier 5

Do I keep firing HE when the enemy tank has spall liner?
I usually switch to the standard round after I find out that the enemy tank has spall liner but I'm wondering if it will be more effective to keep firing HE. Sometimes, the damage seems to be the same as the standard shell.
