Animal abuse at Malden Center

I walk through Malden Center fairly often and I've seen something that I can't ignore. There's a particular homeless individual who I've seen with different pets over the last few months/year. Most recently, he's had a white cat which he's kept in a very small wood kennel. I hesitate to call it a kennel because it's made of thick wood and has probably only 8" of internal width. Certainly not enough for the cat to lay or sit sideways.

The crate also has slats on the front and two small holes on either side. No openings on the back. Basically no ability for air to flow through. And the cat is stuck in there during these beating hot summer days. It frustrates me everytime I see this. What are resources for dealing with this?
