I have a staircase I'm repainting. The current paint might have lead under it, so I can scuff it but not get it bare.

I have SW enamel paint for the stairs themselves, but I'm wondering if I should put a coat of primer underneath. Should I get an enamel primer? Zinsser 123+? Nothing?
