This skip opens up the top locked door that goes into this area and enables easier access to the boss from the overseer station.

Please bare in mind, this video was taken after I've completed the area, so the energy drain effect of the cables is not there, however, the way shown in the video is how I did it originally when the energy drain effect was still active.

Walkthrough guide (with video time stamps):

When you enter the area with the energy drain cables (00:09), jump up onto the edge of the pipe you just came through (00:12) to replenish your energy. Double jump over the cables and down the hole/drop. Whilst falling through, activate your striders and cling to the left wall (00:16), use the striders to climb down and around the edge of the drop pipe (00:17), and hit the bomb to replenish your energy. After this you can jump, glide, or continue on your striders to the left and land on the platform and continue left, from there, simply double jump up to the platform and open the door (00:22). In the video, the door is already open since I came back and filmed this after I'd completed the region. That door will lead back out to the overseer station. Once opened, you can head back to the right, hit the bomb, use your striders to pass over the drop pipe, hit the energy crystal and jump right. (00:24 onwards).

Once the boss for the region has been defeated, the energy drain effect for the region will be gone, and you can explore freely. This is how I ended up doing it originally, and it meant I personally had a much easier time of filling in the map and exploring the region after the boss was done.

Of course, if you wanna do the platforming then feel free to ignore this post, particularly since the platforming in this game can be challenging but rewarding at times (even if you don't get a reward, completing a difficult platforming section can definitely feel pretty good) but if anyone is stuck and wants to try something different, then feel free to give the skip a try :)
