Rule update: Post belongs elsewhere available as a reporting reason + other

Hi everyone. I've added a new 'reporting reason' - "Post belongs elsewhere".

This is meant to capture scenarios where someone has mistakenly encountered our sub - sometimes they get sent here in error by other subs.

On a separate note, I sometimes see TWs being used. While that's fine if you ever want to use one, I don't ever want to set an expectation that they SHOULD be used.

Finally - please no medical advice. I rarely see it, but every so often I have to nuke a well-meaning comment that implies some sort of herbal remedy will help this condition somehow.
