Why is the box 2 loophole tolerated in a country like NL

long time lurker first time poster. I’m an immigrant to NL, and I pay tax like a Dutch person. (No 30% ruling)

Could someone explain to me, why the Dutch government is so obsessed with extracting as much tax as possible from those who are trying to accumulate wealth, but ignores the obvious and well known tax loophole that is box 2/BV?

The mid range investor who is trying to accumulate wealth, maybe to buy a house or similar, gets absolutely squashed by box 3.

In another country, I’d say that the government has been captured by the wealthy. Is that actually what’s going on here? It seems like a unintuitive choice for a country that is so focused on equality, fairness, and wealth redistribution. Totally out of the national character to exempt the largest pool of wealth. Whereas everything else gets massively taxed. I’ve been here for 11 years and it seems to get worse every couple of years.

It’s a genuine question, I’m not taking the piss. Is there no national cognitive dissonance about this? Why do people put up with it?
