Meter key

Need to shut the water off at the street so that I can replace the main shut off in the house. I went to home depot and got a meter key only to find out for the first time in my life, it's too big for the hole. Do I need a different meter key or should I just grab the andle grinder and make this one slimmer? Also for context the town ripped the cover off while doing post storm snow removal/ street widening and claims they are going to fix it, until then steel wool has been inserted in the pipe.
