I'm seeing the dual faction seekers have a mix of both color cards as well some cards that themselves are dual faction. Does a dual faction card have to fulfill just one of the faction requirements to be allowed into the dual faction deck? Or must it have both?

Also, does every deck have different neutral/item cards?
