If the triple lock were based on the average instead of maximum of the three metrics, pension spending would be £21bn lower today while still beating inflation over the last five years.

That's £403m per week for the NHS or would cover the MOD's defence spending plans. While still being a genuine triple lock and increasing pensioners' incomes faster than inflation. Do you think this is a politically-sellable option?
