Electrician connected my power line to my house blocking gutter installation

Had a heavy up and the electrician put a "johnny ball" where my gutter would go. I cannot put a gutter up on the side of my house now without paying $1000 to the power company to turn off the power while moving. Now claims the power company told him to put it there and it is very common. So I can never have a gutter on the side of my house?!

Is he lying?
