Nebula Proton 9070xt 7800x3d Monitor question

Have purchased a new PC via ozbargain for the nebula proton build. Currently have a 34" 3440x1440p 75Hz VA monitor. What kind of FPS can I expect? Is the current monitor a bottleneck for max settings? TIA

Low HR V.. is this something that I should be concerned about?

Can anyone more medically minded than me explain what the implications are from dropping from balanced to consistently low can mean. TIA
