Buying MG Comet EV. Is this the best price I can get?

I'm looking to buy a MG Comet EV - Excite Variant in Bengaluru. This is the quote that sales person has shared. He is further offering a 10k cash discount or in accessories.

Is this the best offer or is there further room for negotiation?

How can I optimize the purchase? I'm not going for the loan. I'm thinking of using a Credit Card. Which one can give the best cashback? What were your experience?

Confused about new car on loan or cash. Need suggestions please

Background: I'm 33M, wife 29. No kids yet. Both working in IT in Bengaluru. I have a loan on my apartment and we live there with my parents. Loan EMI is 74k a month. (Original amount: 75L taken in 2020 for 15Y). The loan has an overdraft facility and I park all our excess funds there. 27L parked atm. Current interest rate is at 7.55%.

My Father is currently battling cancer (lymphoma) and we are almost at the end of his treatment and we are not expecting high complications from here on. But not sure how it goes. Treatment going on for last 10 months and have spent around 20L out of 40L total treatment expenses(20L out of pocket and 20 on insurance) on managing complications alone. Another 6L corporate insurance available in June.

We have a car (3XO) bought on the company lease program. Now we are looking to buy our second car strictly for city usage. Comet EV. On road price is just over 9L.

I’m confused if I have to go for another loan for the car or buy with the parked cash. Sales guy says, I might get around 8.2 or 8.3% interest rate on the car loan. I'm confused as to how I should proceed? loan or cash? what are the advantages?
