How is Kinkou Jitte still not hotfixed?

Arena is my favorite mode but I've escaped back to Summoner's Rift just to avoid this item. I'm so tired of my death recap being whiter than the "after" photo in a toothpaste commercial.

It's % true damage so you can't itemize against it, health and resistances are both dead stats vs this.
It's %max health so you can't strategically fight someone else first to avoid its user until you're lower hp to minimize its impact.
The vitals spawn all around you so you can't outplay it with positioning.
It has a strong solid statline with adaptive force, meaning every single type of champion can buy it without sacrificing much.

This is not only annoying but also incredibly boring. Everyone just buys it on sight. Just had a game where it came up in Ornn's shop and out of 12 people left in the lobby, 9 bought it instantly (would've been 10 but I'm boycotting it personally). This included tanks, mages, assassins, bruisers, adc's and enchanters.
For a gamemode whose core replay value lies in randomness and variety, this is antithetical to its existence.

A few days ago there was an arena tournament for streamers, and they collectively agreed to ban this item from being purchasable to save the viewing experience. In random matchmaking we don't have the luxury of a gentleman's agreement.

Please tell me if I'm coping or if this item really needs to be nerfed back into the dirt where it belongs. No matter how hard I try I can't think of a reason why it wasn't hotfixed within 2-3 days of release. Obviously arena balance isn't top priority at Riot but it's still someone's job.
