need help struture not spawning

i want it so that when the block is placed it places one of three strutures, but sometimes the struture will not spawn, only place the block, so i need help with that, it's 2026.1 and forge 1.20.1, and it's block added

how to make the rain mechanic make mobs take damage

idk how to make it so that a mob take damage on contact with rain, so how to, I'm using 2025.3 on forge 1.20.1
