Germany 1920, the treaty of Versailles and economic instability and after losing a war a country felt weak and that it lost its identity. It wasn't just fascism that was on the rise tho, after Lenin did the revolution in Russia, communist ideology was spreading throughout western Europe. The DDP which was the middle class liberal party was more scared of the communist party in Germany than the Nazi party.

Hitler was conducting violent riots throughout Germany and the liberals just wanted it to stop. By 1932 only 30% of Germans supported the Nazi party. Both the liberal and conservative party agreed to give hitler a space in Parliament because they thought they could control him. They thought by using Hitler's working class and grass roots base it would help them create an anti communist government from within. However that backfired and Hitler took full power.

Similar to Mussolini actually, after WW1 similar issues in Italy however they were on the winning side but they never got what they were promised from the other allies. There was a liberal leader and he was angry about the communist and socialist strikes from factories that were happening. Again the black shirts were terrorizing communities and liberals wanted it to stop so they wanted to normalize facism and invite Mussolini into Parliament so he could crush the socialists. When it was too late after the march on rome the liberal prime minister decided to act but was stopped by the king and that was Italy fucked.

Now we have this in the modern day, liberals will never learn from history
