Why don't ADCs take exhaust more often?

I'm pretty low elo ATM (high plat low emerald) but I've found on lower range ADCs like Lucian, Sivir or Vayne that exhaust has a lot of mileage. It gives you a pretty potent CC on top of excellent duelling power, and is way more efficient than barrier for shutting down divers and assassins after lane.

I get barrier is much easier to use and can save you from mages early on, but I feel like positioning is much more important for that anyway. In an all in 2v2 an exhaust on the other adc is generally a lot more powerful than barrier too.

Is Sivir a good pick into this mage bot meta?

Massive shove power to match mages, spell shield to block key poke, utility ult to enable team fights better. She would be able to farm safely and back off while both supports are busy roaming. Presence of Mind keeps her mana up as long as you're not blindly spamming spells.

I know she has very low AA range naturally, but it shouldn't matter too much when she can just w the wave and match any mage push without issue.

Is there ever a reason to take dshield and/or second wind as ADC bot any more?

As we know fleet footwork/doran's shield/second wind sustain have been repeatedly nerfed over the years, because Riot hates sustain in lane. Previously, some combination of these was always good against poke lanes such as mage support+ Cait or Ashe. However, now it seems even if you go full sustain setup you get barely any regen and still lose all your lane priority as you forego offensive stats.

Are sustain setups completely dead? Are you better off just going bow/blade,letting them shove you under tower and hoping you can at least keep up in exp until ganks happen?

I came back recently after a fairly long hiatus, and I've mostly gotten back into the swing of things. However I do not know how to play Hecarim for the life of me any more.

Last time I played actively was around preseason 9; I believe I stopped after Yuumi came out. I've gotten used to the game again after a couple of weeks and a lot of my old comfort picks are still quite similar, but Hecarim most definitely is not.

He used to build Triforce Steraks>Tank back then, and a lot of his damage was the initial burst via E. I'm aware that's changed a lot now and it seems like they've moved a lot of his power to Q so it takes a few seconds to really get going if there isn't a chance to stack it beforehand, and as such he builds more damage than before and relies on drain tanking for survivability. However, that's completely different to what I'm used to and it's messing with my head. I've stat checked myself quite a few times because I no longer deal damage where I expect I would, however I know he should still be a strong jungler, purely based on how his kit works.

Does anyone have any tips for his current playstyle?

I was D2 in season 7, quit and then only recently came back. What the hell is going on now?

I notice that you're encouraged to sit in your lane for longer because of quests, but what happens after that? It feels like I'm never in the correct place any more (which makes sense given the game's had half a decade of changes) but I have no idea what happens after early game now.

The map also looks very different and brushes are weird; what was the design rationale behind the changes?

Itemization has also changed a lot, what's going on with that now? I did see a lot of actives were removed. Junglers no longer have to give up a slot for jungle item and ADCs get a 7th slot for boots, but I'm pretty lost otherwise. A couple of items look like they should be the same, or similar, but aren't.

Was involved in this collision a couple of months ago. Who do you think is liable?

Collision occured in Vic near Braybrook. Police report, insurance etc are all filed and are pretty sure of the outcome. Just wondering how good people here actually are at backseat assessment :^)
