Much of our ex rental property is fair to describe as a 'landlord special.'

We got to the garden to plan for spring planting. Always wondered why our back lawn had a 'step up' and raised up by a foot or two for no apparent reason half way along.

Same space next door is flat surface throughout up to the rear party wall.

Dug a small patch to plant some wildflower seeds and just tons of rocks and bits of stone below

My word fear. Was this a rubble dump and they passed it off as a raised level to the garden? Will anything grow in this soil or should we look at excavating the whole lot and flattening??
