Water leaking above foundation wall

Water is leaking from above the foundation wall in the basement. We just moved in a couple weeks ago, and there were some small leaks last time it rained, but nothing like this. It's coming through some black tack paper or something that is stuck above the foundation. I'm not sure who to call to look at this. A plumber, a gutter company, someone that specializes in foundations? Any pointers would be appreciated!

Brown marks after pressure washing

Before moving in we asked our contractor to pressure wash the stamped concrete around our pool, but the guy he sent also did the front and back stone walkways. I specifically asked them not to do that because I didn't want to have to replace all the polymeric sand between the stones. A lot of the sand was blown out, and any small cracked areas became bigger cracked areas, and pieces of stone were in the grass and mulch, making it hard to piece back together.

These brown makes were a side effect that I wasn't expecting, and they're right on the two steps in front of our front door. Is it unreasonable if I ask the contractor to pay to replace these stones?

Another robot vacuum question?? Yep!

I haven't seen any posts that specifically talk about cordless vacuums that are good with curved walls in a vinyl pool. There are no 90 degree angles at the bottom of my pool, just big curves going from the bottom to the wall. Would any of the favorite models be better or worse for these kind of walls? Any that we should avoid that wouldn't work at all? Thanks so much!

I'd love some help trying to visualize possible layouts for this blank slate basement. We'd like a bedroom and bathroom somewhere, a play area for the kids with a couch and tv, an area where I can set up a worktable, and some storage area. The boiler and hot water equipment is on the wall where the red box is, so that needs to be accessible. Thanks for any suggestions!

I got a hat that's a bit too large, so I bought some foam adhesive strips to put under the leather band inside. However, as you can see from the photos, when I fold the leather back over the foam strips, it bunches up, which is uncomfortable when wearing the hat. Any workarounds? Am I doing something wrong?
