is it still the case that prebuilt PCs are cheaper than custom-built due to the RAM crises?

title, something I heard a while ago and imagine RAM hasn't gone down. looking for the best way to time myself into getting a new computer. hopefully this isn't a rules violation since I'm not asking for suggestions on which prebuilt to buy, just if the dynamic of this being a uniquely bad time to build your own PC is still the case
