Leads fellow lawmakers in raising concerns about proposed ATF changes that could weaken background checks and undermine public safety

(Washington, D.C.)—Today, Congressman Joe Morelle announced he led a group of more than 90 of his colleagues in demanding answers from the U.S. Department of Justice (DOJ) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) after the Trump Administration announced plans to roll back dozens of federal gun safety regulations.

“The American people deserve a government focused on protecting communities and preventing gun violence, not rolling back commonsense measures that help keep families safe,” said Congressman Joe Morelle. “These proposed changes could make it easier for dangerous weapons to end up in the wrong hands while making it harder for law enforcement to do their jobs. At a time when families across the country continue to face the devastating impact of gun violence, moving backward on public safety is the wrong approach.”

"After years of successfully combatting gun violence at historic levels in cities throughout this country, President Trump’s efforts to undermine that success will put lives at risk,” said Kris Brown, President of Brady. “The Trump administration's recently released rules are designed for one purpose, to allow the industry to sell more guns with less accountability, and will spur more violence after years of progress. Brady thanks Rep. Morelle and his colleagues for demanding answers from an administration that is prioritizing the interests of gun rights extremists and gun CEOs' pocketbooks over fighting crime and protect public safety."

In a letter sent this morning, the lawmakers warned the proposed changes could weaken background check requirements, make it harder for law enforcement to trace firearms used in crimes, and increase the risk of illegal gun trafficking.

Specifically, Morelle and his colleagues requested detailed answers from DOJ and ATF about the public safety impact of the proposed changes and urged the agencies to reconsider actions they say could undermine years of progress combatting gun violence. Their letter specifically raises concerns about proposals to rescind requirements for some firearm sellers to conduct background checks, repeal regulations on stabilizing braces, and reduce firearm record retention requirements that assist criminal investigations.

Today, U.S. Senator Kirsten Gillibrand (D-NY) introduced legislation to prohibit the sale, transfer, or possession of enhanced body armor by civilians. Reps. Tim Kennedy (D-NY-26) and Grace Meng (D-NY-06) introduced companion legislation in the U.S. House of Representatives.

The Aaron Salter, Jr., Responsible Body Armor Possession Act is named for Aaron Salter, Jr., a retired Buffalo police officer who was the security guard on duty during the deadly shooting at Tops. Mr.  Salter took immediate action to combat the shooter, but his weapon was no match for the enhanced body armor that the shooter wore.

“This is commonsense legislation that could help save lives,” said Senator Gillibrand. “I am introducing this legislation in honor of the lives that were lost four years ago at Tops in Buffalo. We must get it passed to combat the scourge of gun violence that is terrorizing communities across our country.”

“Lt. Aaron Salter, Jr. died a hero, buying patrons and workers precious seconds to hide or escape as a result of his unwavering courage and his willingness to protect those in harm’s way,” said Congressman Kennedy. “No civilian should have access to the military-grade body armor the assailant used on 5/14 – equipment that is designed for war, not our streets. Through this critical legislation, we can ensure that enhanced body armor never falls in the wrong hands again.”

“Four years ago, a white supremacist, armed with a weapon of war and enhanced body armor, targeted a predominantly Black neighborhood in the City of Buffalo. He took the lives of ten innocent people and wounded three others. Aaron Salter Jr., a 30–year veteran of the Buffalo Police Department, was the security guard on duty that day. He did everything he could to protect his community, but his weapon was no match for the enhanced body armor the shooter wore,” said Congresswoman Meng. “It should never be possible for anyone with internet access to purchase equipment designed to withstand military-grade ammunition. This is commonsense legislation, which I am proud to lead with Rep. Kennedy and Senator Gillibrand for the Buffalo community and the far too many others throughout the United States that have experienced the terror and tragedy of gun violence. It not only honors Officer Salter, who was a hero on May 14, 2022, but it also takes concrete action to protect law.”

This week marked the four-year anniversary of the Tops Friendly Markets grocery store shooting in Buffalo, New York, during which a racist gunman opened fire at the Tops supermarket in East Buffalo. The shooter killed 10 people and injured three more.

This legislation aims to reduce the amount of enhanced body armor—which is designed to withstand rifle ammunition—available for purchase. Enhanced body armor is defined as body armor that meets or exceeds Level III ballistic resistance level, which is tested to stop 7.62 mm rifle ammunition, as determined by the National Institute of Justice at the U.S. Department of Justice. Currently, this kind of body armor is legal for civilians in most states to purchase online without federal restrictions. This legislation seeks to change this by prohibiting its sale, transfer, or possession by civilians, while exempting law enforcement and military personnel.

This legislation is endorsed by the Fraternal Order of Police, Brady, GIFFORDS, Everytown, and Newtown Action Alliance.

Erie County Executive Vetoes Youth Hunting Law

ERIE COUNTY, NY— Erie County Executive Mark C. Poloncarz today vetoed Erie County Local Law 3-1 of 2026, the Youth Hunting Law, which would allow 12- and 13-year-olds to hunt big game with a mentor. Poloncarz attended a public hearing on the law on Wednesday May 13 to hear from residents both approving of the law and opposing it. 

In a video statement explaining his decision today Poloncarz stated the following:

“Today, I vetoed Erie County Local Law 3-1 of 2026, the youth hunting law, which would allow 12- and 13-year-olds to hunt big game with a mentor.

I want to explain to the people of Erie County why I made that decision

As County Executive, I am one of the few people who receives and reviews child fatality reports from New York State. These reports are created anytime a child dies, whether from an accident, illness, or other circumstances.

Unfortunately, since taking office, I have read hundreds of them. Every single one represents one child too many. In some cases, those deaths are the result of accidental shootings.

I recognize that since New York passed the 12- and 13-year-old hunter law, there has not been an incident in New York, and I acknowledge that.

However, in other states, children as young as 9, 10, and 11 years old have died in hunting-related incidents since 2020. Just last September in Iowa, a 17-year-old was killed while squirrel hunting.

I have read too many child fatality reports to sign a law that could potentially result in a child dying because of its passage.

The Legislature has the opportunity to override my veto, and they may choose to do so. That is their constitutional right, and I respect that decision.

But if they override this veto and a child dies in the future, my conscience will be clear knowing I did everything I could to try to prevent that tragedy. 

I understand there are strong feelings on both sides of this issue. I respect responsible hunters and hunting families across our community. I come from a family that hunts. My father hunted, my brother hunts, and other members of my family hunt.

This is not about being against hunting.

It is about whether I believe it is appropriate for 12- and 13-year-olds to hunt big game, even with a mentor. Because of the risk, and because of the child fatality reports I have read, I do not believe it is.

That is why I vetoed this law.
