Shop Owner Keeps Prize Cards?
Hey everyone

The shop I go to for TCG events in my area rarely has more than 3 people who attend (my wife and I included) and the store owner says that due to the fact there aren't enough people to play a tournament, that he will just keep the cards for himself so he can "sell them when he retires"
​
Is this something he can do? It seems really sketchy
