How long after the race ends will it take for rideshare (Uber/Lyft) to be reasonable?

I am thinking we could hang out with people who are camping for maybe 4-5 hours after the race ends, so 9:30pm or so. Would it be reasonable to expect semi-normal rideshare pricing by then?

We have a hotel across town, but don't want to worry about staying sober to drive back to it.

Also for arrival time. Looks like 13mi/22min regular traffic driving. So maybe we plan for 1 hour on the way there, leaving 10am for 11am arrival? Or should we plan for earlier? We are getting to town Saturday.
