Constellation 168.004 crown tube/winding stem tube?
Constellation CD 168.004 that I fixed, there supposed to be a crown tube here?

Landlord says it’s due to lack of ventilation in the unit, I run a dehumidifier and a fan but still have these recurring mold spots, only on one outside bordering wall of my apartment.
Relative humidity is never above 50-60%
Does this seem like a ventilation issue? Or something else?
