I decided to change this outlet in my rental, but noticed this copper wire going from neutral to ground. I’m not an electrician…but this seems wrong. What’s going on here?

Hey electricians, I just moved into this rental and discovered that this outlet is not secure at the top. Looks like the drywall it was attached to broke off. What’s the best, cheapest way to secure it?

Worth mentioning it’s an older house from the 50s, and the box is metal.
