Isn't Alexei more of a Sleeper Agent than Bucky?

It's a dumb technicality that only bothers me. But if Bucky was brainwashed 24/7 and following instructions all the time, then by definition he wasn't a sleeping agent. He's just a brainwashed mercenary.

In the meantime Alexei spent years with Melina and the girls in Ohio awaiting instructions from Dreykov. That's the literal and original definition of a "Sleeper Agent".
