Is there a plug-in or driver I can install to enable my galaxy running android 13 to allow HEIC, or is that an apple proprietary file format?

So, I am fairly confident I have a collapsed sewer pipe in my yard. My pipes are backing up/not draining, the water seems mixed with dirt, and there is a patch of grass with unusually extra growth in my yard.

Will I need to let a plumber into my house to do work, or will they be able to complete the job without entering?
