emergency alerts

I have a Samsung galaxy s24

when I got the phone I turned off emergency alerts and set the sound to just vibrate

I would still get the alerts but they would be silent, so I could read them then close them.

but a couple days ago there was a tornado in Ontario and suddenly the alert sound was back.

alarm fatigue is a big issue in Canada as they set every single alert to the highest level and its causing people to just ignore them and turn it off as fast as they can

my question is why is the sound suddenly back for me? was there an update or something?
