Is PVP just hostile to new players?

Fairly new to this game, and i just scored my first kill on an enemy player, but considering how it went it was just very unsatisfying.

I got lit up as soon as i dismounted from the helicopter, so i ended up just crawling through the vegetation while healing the one minor wound the enemy managed to land on me. Eventually mortars start to to carpet bomb the are around me, and i counted 5 of them went off before it stopped. Eventually the guy ran close enough and a short firefight happened which i managed to win. I proceeded to take his loose bullets and a water bottle (i know tracking tags are a thing, so i didnt dare to loot actual equipment). 3 more mortars land after i left the area of his body. I then decide to go through the jungle, but somehow i get tracked down and proceed to lose the next firefight.

Now is this just how pvp goes in general or is this more like an isolated incident? I dont really have enough funds to get a decent kit anymore, while it seems like everyone i fight has infinte resources at their disposal, so even when i win, i lose. This interaction was just the cherry on top of the proverbial cake. Im mostly asking because this has left enough of a bad taste on my mouth where im considering just not playing the game anymore. I know PvE exists, but im not interested in that as much as pvp (atleast one that doesnt feel as bullshit as what happened).
