I dont know what to do anymore. The power steering fails and the pump heats up and smokes

Heya.

I own a Saab 9-5 vector estate sportCombi and want to legalize my Saab Alu 56 rims. However the car they were originaly mounted had 25kg less axle weight in front. This prevents me from legally importing the rims into my papers. Now i need your help. Does anyone know if a Paper from Saab exists that proves the rims can hold more weight? Thank you.
