Why did I get this Narrative, and what should I do? (Blackbeard)
I started the 1st turn of the Exploration Era with "The Dread Pirate" narrative and I'm not sure what to do. 2 or 3 of the options give experience to "Current" Fleet Commanders, but I do not have any Fleet Commanders yet because it's the 1st turn. When I choose an exp option it gives the exp to 2 random Cog units. Is there something I am missing or am I just not able to take full advantage of this Narrative.
