Help! Recently bought B550 F + 5800X, no power at all only standby light without CPU plugged in.

I recently bought a used AMD Ryzen 5800X + ASUS ROG Strix B550-F bundle second hand. I installed it with an Arctic Freezer 36 cooler, 32GB DDR4 RAM, Zotac 3070 and a EVGA 600W 80 Plus PSU
From the start I had no POST - board lights up on standby but pressing power button does nothing. I tried the screwdriver trick on the PWRSW pins with no response.
I discovered the CPU had stuck to the cooler via thermal paste and pulled out of the socket when I removed the cooler/installing it/ fannying around - not sure if it was fully seated before this happened.
After reseating the CPU the board stopped lighting up entirely.
I then tried plugging in the 24 pin and 8 pin CPU without anything else and the standby light returns, but as soon as I insert the CPU the standby light dies completely, suggesting a possible short.
I've checked all front panel headers against the manual, verified 24-pin and 8-pin CPU power are connected, tested the PSU with the paperclip trick (fan spins fine), tried single RAM stick in A2 slot, and tested outside the case on cardboard. Removed bios battery, visually inspected all I can but I'm not quite ready to rule it out as dead yet.
CPU pins look visually fine to me but hard to tell. Anyone got any ideas whether this is a dead board, dead CPU, or something else? Thanks
