For the first time since the program's inception, Rhode Island put the administration of its energy efficiency program out to bid. Then things got weird.

The Office of Energy Resources quietly ended the procurement process and handed the contract to Rhode Island Energy, the state's gas and electric monopoly.

It was an abrupt stop for an RFP process that has been worked on by multiple parties for more than a year and a half since the Office of Energy Resrouces issued the RFP in early 2024.
