Why is no one talking about “The Outside In”?

so like, I love listening to the soundtrack, and one of the songs I specifically like is “The Outside In”. I love its eerie yet strangely comforting tone, but it doesn’t appear in any of the movie versions, and I’ve never actually seen it get discussed before. I tried doing a bit of research, but I couldn’t find any answer as to where it came from, why it was made, when it was supposed to be played, or why it‘s in the soundtrack.

my guess is that it was supposed to be an end-credits song that never actually got used, and was replaced with “Stay Gold” by Stevie Wonder. but since Carmine was the one who made it, Francis decided to keep it in the soundtrack anyway. I’ve always been curious as to where this song came from, what it was used for, why it didn’t get used, and how it’s never discussed. If anyone knows any trace to its existence or origins, PLEASE let me know.
