Hi, two questions:

1. is the summit decided on by the player with initiative when the summit card is secured? Whats about the other steps on the card - becoming first regent etc.

2. can your transfer assets, cede authority etc. during normal course of play, or can only make promises that may be executed on (depending on if players decide to keep their promise) during the negotiations phase of play?
