Hello all!

I have a question. Can I make a report or claim against my neighbor?

My neighbor has 2 dogs. Both of them apparently are allowed to go in and out of their house at will. However, they are out during super hot weather or during ice storms (I live in Oregon).

These dogs are incredibly reactive barking the entire time. It is hard to tune them out. I also suspect they never take them on walks. Since I work from home and I dog sit my family's dog often. I take the dog on walks constantly and I haver seen them on walks. Or anything similar. The dogs are exclusively in the backyard.

Can anything be done for these poor babies?

Any advice is appreciated.
